when the council in mystic falls first invented the cure, their intention was to keep the humans safe and cure all supernaturals. however, the humans have turned against the council, leaving them no other choice but to make the humans suffer too. the town used to be pretty peaceful, but it’s become a war between the council and the residents. people have tried to stop and destroy them, but always failed. they've destroyed the original members of the five when they failed at doing their job... it also doesn't quite help that mikael and esther mikaelson are back alive and that lilith has come to town...
